Once all quiz questions have been added and saved, and you are satisfied that the quiz development is complete, you must finish the quiz before it can be assigned to a policy. 

1.From the Quiz Center, select a draft quiz to edit.

2.On the editing screen, select Finish to move the quiz to the Unassigned status. The quiz may now be assigned to a policy.
